RE:  Federal Offset Collections Report for OCSE Cycle 2005-25

Dear Coordinators:

Enclosed is the Federal Offset Collections Report for OCSE Cycle 2005-25.  Please note that this is the last Collections Report for Processing Year (PY) 2005. This report represents Federal Tax Refund and/or administrative offsets, less the current fees of $12.65 per Federal Tax Offset and $15.00 per administrative offset, and any adjustments/reversals made during this collection cycle for the 1997 through 2005 processing years.

Based on 4,536 offsets, the net collections total for OCSE Cycle 2005-25 is $4,657,570. The 2005 year-end total for 1,425,382 offsets is $1,584,234,101.  This compares favorably to the year-end total for 2004, which saw 1,402,617 offsets for a total of $1,489,147,414.

An electronic version of this report, along with additional detailed reports for your state, has been sent to your state via CONNECT:Direct (C:D).

The funds were transferred through the Automated Clearing House (ACH) on January 19, 2006. If you have any questions regarding the transfer of collections to your state's account, please contact Elvis Davis or Cathy Lin at the Program Support Center. They can be reached at (301) 443-9560 or (301) 443-3309 respectively.

For your convenience, also enclosed is the PY 2006 Federal Offsets Collections Schedule. A copy of this schedule can also be found on the OCSE website at http://www.acf.hhs.gov/programs/cse/newhire/fop/py06_collection.htm. Please note that the “OCSE Process Date” is the actual date OCSE intends to process the collections file. However, the “File to State” and “Transfer of Funds” dates are estimates. We will continue to advise states of actual reporting and deposit dates via Technical Content Correspondence and E-Flash.

If you have any questions concerning your state’s collection reports or the PY 2006 Collections Schedule, please contact the Special Collections Unit at (202) 401-9389, ext. 6, or via email at scollections @acf.hhs.gov.
