CSENet
(Child Support Enforcement Network)

  • A daily batch interstate communications tool
  • Conveys information on child support business, locate and case status through function types
  • Automation of some Intergovernmental (UIFSA) Form activity

Why Improve CSENet?

At the June 2006 National Child Support Interstate and Systems Symposium, State representatives indicated CSENet was working well and requested improvements

Goals

  • Help States use CSENet more efficiently and effectively
  • Streamline transactions
  • Bring Intergovernmental Forms and electronic communications closer together

So, what did we do?

  • Analyzed 2006 transaction usage
  • Identified interstate business
    • Linked CSENet transactions
    • Identified Gaps
  • Assessed data quality and State priorities
  • Synchronized Intergovernmental Form updates

  • Multiple national conference calls with State representatives
  • OCSE teams
    • CSENet End User Support (EUS)
    • Technical Support Liaisons (TS)
    • Division of State and Tribal Systems (DSTS)
    • Data Standards Team

And, what was the outcome?

CSENet Enhancements

  • DCL-07-20 CSENet 2000 Core Set of Transactions
  • Recommended new transactions
  • Recommended expanded dependent paternity status
  • Enhanced user guidance
  • Recommended further analysis
    • Request for lien/levy
    • Exchange of paternity acknowledgments/information

Core Set of Transactions

  • A reduced set of 95 transactions for States to focus upon in programming efforts
  • Increased standardization - common playing field when the same transactions are used for the same purpose
  • Increased ability to pursue transaction automation

    • Request Paternity and Support Establishment

Focus Efforts and Resources on the Core Set of Transactions

  • When revising existing CSENet programming, developing new functionality, or planning and development for major system enhancements
  • Consider becoming fully functional by programming to send the core set (including all seven functions, e.g., LO1, EST)
