ACKNOWLEDGMENTS This guide is the culmination of a child support enforcement privatization
study conducted by J & E Associates, Inc. and its subcontractor, the
Center for the Support of Children, under contract number 105-95-8375 with
the Office of Child Support Enforcement, Administration for Children and
Families, U.S. Department of Health and Human Services. The study, conducted in 1996, included (1) examination of requests for
proposals, contracts, and other documents submitted by the states; (2) a
literature review summarizing the lessons learned from privatization in
other fields; (3) focus groups with Title IV-D directors, contractors, and
others to obtain their perspectives and concerns; (4) a cross-sectional
study of 12 child support enforcement privatization initiatives, conducted
through site visits and telephone interviews; (5) development of recommendations
for inclusion in the guide; and (6) writing a guide that incorporates the
knowledge gained throughout the study in a format that will be useful to
states and counties that are considering or reexamining the privatization
of child support enforcement services. The project team included Teresa Gilius Campbell, Michael D. Campbell,
and Michael Kraft of J & E Associates, Inc. and T. Vernon Drew, Jr.,
Susan F. Paikin, Wendy Gray, and Terri Nickel of the Center for the Support
of Children. The guide was written by Michael D. Campbell. The project team gratefully acknowledges the guidance of David Arnaudo,

Division Director for Policy and Planning, also contributed to the study
