RE: Approval and Claim of Enhanced (80%) FFP for automated systems

Dear Colleague:

Enclosed is a spreadsheet showing your State’s allocation of enhanced funding for automation, what your State has received in enhanced funding approval as of May 18, 2001 and what your State has claimed at the enhanced (80%) rate as of the 2nd quarter of FY 2001, (March 31, 2001).

Under the provisions of 45 CFR 304.25(a), States are required to maintain a cash accounting system for the maintenance of financial records under the Child Support Enforcement Program. As stated in this regulation, this provides that "(e)xpenditures are considered to be made on the date which cash disbursements occur. Therefore, for the state to be eligible to claim at the 80% enhanced rate any funding approved through the Advance Planning Document process, the funds must have been expended, not just obligated by October 1, 2001.

Once expended, Section 1132 of the Social Security Act requires that all claims be filed within two years of the last day of the quarter in which the expenditure was made.
