SUBjECT:Availability of Federal Financial Participation (FFP) for the Reimbursement of State Agencies Providing Address Information
CONTENT:It has come to our attention that confusion still exists regarding the availability of FFP to reimburse State agencies providing address information to State parent locator services. Such expenses are eligible for FFP at the standard IV-D rate of 75%, as authorized in Sections 302.35(a), 303.3, 304.11, 304.20(b), and 304.22 of the regulations. §304.22 requires that costs for such services be documented as reasonable and necessary. We strongly recommend that a written agreement be entered into with agencies providing such services.
