SUBJECT: Clarification of Lines 2-4 of the OCSE-75 Report
The OCSE-75 is used by comprehensive Tribal Child Support Enforcement Programs to report their statistical and some financial information annually to the Office of Child Support Enforcement. This letter provides clarification of current policy regarding how to accurately report information on Line 2 (total number of cases with a support order), Line 3 (total number of children in the previous year without paternity established), and Line 4 (total number of children with paternity established or acknowledged) when completing the OCSE-75 report.
For Line 2, count all open cases open on the last day of the fiscal year with a support order. Line 2 is not a count of orders established and is not a count of cases with orders established only in the current reporting year. The number reported on Line 2 should be less than Line 1.
For Line 3, count all children in open cases who were ever without paternity establishment; or who were born out-of-wedlock; or who were born to parents not married to each other.
For Line 4, count all children in open cases who have ever had paternity established; not just the cases with paternity established for the current reporting year.
This letter also serves to remind Tribal officials that the OCSE-75 is due to OCSE in December. Tribes have ninety days after the end of the Federal Fiscal Year, or by December 29 to submit the OCSE-75 reports. Tribal officials are encouraged to review their reports for accuracy and completeness before submitting them through the Online Data Collection (OLDC) system or by regular mail.
