In August 2004, the Federal Office of Child Support Enforcement (OCSE), in partnership with States, public- and private-sector employers, payroll processors, and other payroll-related organizations, formed the Electronic Income Withholding Order (e-IWO) Workgroup. The Workgroup developed flat file record layouts and XML schemas based on the “Order/Notice to Withhold Income for Child Support”. The record layouts and schemas enable States and employers to electronically transmit IWOs.

Due to the complexities of transmitting files (security, resources and coordination), OCSE undertook an initiative to develop and host, through a ‘portal’, an e-IWO System that supports the transmission of electronic income withholding information from States to employers and payroll processors. The system supports the return notification files from an employer who provides a State with the processing status of the income withholding order.
