               OTHER INTERESTED INDIVIDUALS

SUBJECT:       Elimination of Annual Three-Year Hardware and Software
               Configuration Plan Requirement

PURPOSE:       The purpose of this Action Transmittal is to inform
               Child Support Enforcement (CSE) agencies of the
               elimination of the requirement to submit a Three-Year
               Hardware and Proprietary Software Configuration Plan
               to the Office of Information Systems Management (OISM)
               and update that plan annually.

BACKGROUND:    Section III. Equipment Configuration Plan of
               OCSE-AT-84-14 required that States "requesting 90
               percent funding of the hardware currently used in the
               operation of the (Child Support Enforcement) CSE
               system, . . . must submit a three-year configuration
               plan showing the hardware and proprietary software
               which will be claimed at the 90 percent expenditure
               rate."  The configuration plan, which the State was
               required to update annually, included the following
               information:  description of the equipment, method of
               acquisition, depreciation schedule, component cost,
               maintenance cost, hardware location, and the cost and
               description of proprietary software.  It also
               contained statements concerning system growth and cost
               allocation methodology.

DISCUSSION:    In the interest of streamlining the Federal approval
               process, we are eliminating the requirement for States
               to submit a Three-Year Hardware and Proprietary
               Software Configuration Plan.  In the future, States
               may include, within the operational budget of their
               annual Advanced Planning Document Updates (APDU), an
               estimate of the State's annual hardware and
               proprietary software operating costs.  The Annual APDU
               need not contain the level of detail about location or
               acquisition method as was specified in the OCSE
               AT-84-14.  Instead, the State should present the
               estimated operational costs for hardware and operating
               system software in the APD as line items of cost in
               the Annual APDU's budget, with footnoted descriptions
               as appropriate.
