SUBJECT:Employers' Wage Withholding Guide for Small Business

BACKGROUND: In anticipation of the effective date for immediate wage withholding of November 1, 1990, mandated by the Family Support Act of 1988, the Office of Child Support Enforcement has published a short guide to wage withholding for small businesses. The guide contains a personal message from Health and Human Services Secretary Dr. Louis W. Sullivan and presents a concise statement of the national child support problem of unfulfilled obligations, the role that wage withholding can play in solving this problem and a brief summary of the legal responsibilities of employers to withhold from employees' pay when presented with a court order to do so. It also contains a listing of telephone numbers for all States and Territories where an employer may call if more information is needed.

Over 400,000 copies of the guide have been mailed out nationally to local Chambers of Commerce, IRS Taxpayer Information Centers and Small Business Administration Business Development Centers. In addition, it is being written up in publications of the National Chamber of Commerce, National Federation of Independent Business and Service Corps of Retired Executives (SCORE). It is also available to the general public, in lots of 100, free of charge, through the Consumer Information Center in Pueblo, Colorado.
