FCR Misidentified Participant Navigation Guide

This guide contains instructions for using the Federal Case Registry (FCR) Misidentified Participant application.  OCSE developed the FCR Misidentified Participant application to help states report an incorrect SSN for a participant that should not be used as a final, verified SSN for FCR purposes.  The application allows states to maintain a list of participant IDs with incorrect SSNs for their state.  The FCR will reference this table during the SSN and name verification process to avoid assigning a misidentified SSN as a verified SSN.
