RE: Federal Offset Collections Report for OCSE Cycle 2002-25
Enclosed is the final Federal Offset Collections Report for 2002, OCSE Cycle 2002-25. This report represents Federal Tax Refund and/or administrative offsets, less the current fees of $11.65 per Federal Tax Offset and $13.20 per administrative offset, and any adjustments/reversals made during this period for the 1995 through 2002 processing years.
The net collections total for OCSE Cycle 2002-25, based on 4,889 offsets, is $4,731,216. The 2002 year-end total for 1,412,976 offsets is $1,455,554,972. This compares to 2,209,832 offsets for $1,647,910,099 for 2001.
When comparing year-end totals, please remember that from July through early October 2001, OCSE and Treasury were offsetting tax rebates attributable to the Economic Growth and Relief Reconciliation Act of 2001. These tax rebate offsets generated an average of $25 million per cycle, or week. For this reason, you will note a decrease in the 2002 collections when compared to 2001. However, an increase of over five percent or $70 million is realized comparing year-end totals without the tax rebate offsets.
