RE: Federal Offset Collections Report for OCSE Cycle 2003-25
Enclosed is the Federal Offset Collections Report for OCSE Cycle 2003-25. Please note that this is the last Collections Report for Processing Year 2003. This report represents Federal tax refund and/or administrative offsets, less the current fees of $11.65 per Federal tax offset and $12.20 per administrative offset, and any adjustments/reversals made during this period for the 1996 through 2003 processing years.
Based on 6,740 offsets, the net collections total for OCSE Cycle 2003-25 is $5,711,648. The 2003 year-end total for 1,622,198 offsets is $1,553,949,260. This compares to 1,412,976 offsets for $1,455,554,972 for 2002.
Note: During late July and early August of this year, OCSE and Treasury were offsetting Advanced Child Tax Credits attributable to the Jobs and Growth Tax Relief Reconciliation Act of 2003. These offsets generated $118 million over three weeks. For this reason, you will note an increase of about $98 million in the 2003 collections when compared to 2002. We do not expect these offsets to affect collections normally received during the 2004 Processing Year.
