This is a summary of collections for OCSE Cycle 2013-12. These numbers represent federal tax refund and/or administrative offsets, less the current fees of $14.65 per federal tax offset and $16.00 per administrative offset, and any adjustments/reversals made during this collection cycle.
Based on 100,191 offsets, the net collections total for OCSE Cycle 2013-12 as of March 21, 2013 is $163,650,901. The year-to-date total for 743,551 offsets is $1,083,789,933. This compares to 846,649 offsets for $1,271,905,979 through the same collection week last year.

We are analyzing possible reasons for the decrease in the YTD 2013 collections and offset amounts. While it is difficult to pinpoint one specific cause, we believe that part of the decrease may be attributable to impacts IRS has experienced this tax season. According to a March 15 release on IRS’ website, the number of income tax returns processed is lower by almost 10 percent and the amounts refunded are down more than 11 percent compared to last year for the same period. To ensure its compliance with certain provisions in the America Taxpayer Relief Act, IRS delayed the start of processing tax returns this year to January 30, 2013. We are hopeful that some or most of this gap will be narrowed in the future. We have already experienced an upward trend week to week over the past few offset cycles.
The deposit of funds to your state’s account, which is transferred through the Automated Clearing House, is scheduled for March 29, 2013.
