RE:  Federal Offset Collections Report for OCSE Cycle 2013-42

This is a summary of collections for OCSE Cycle 2013-42.  These numbers represent federal tax refund and/or administrative offsets, less the current fees of $14.65 per federal tax offset and $15.00 per administrative offset, and any adjustments/reversals made during this collection cycle.

Based on 68 offsets, the net collections total for OCSE Cycle 2013-42 as of October 17, 2013 is -$324,959.  The year-to-date total for 1,465,069 offsets is $1,908,353,390.  This compares to 1,570,411 offsets for $2,124,545,471 through the same collection week last year.

An electronic version of this summary, along with additional details, was sent to your state via electronic transmission on October 23, 2013.

As noted in the e-mail sent to state directors on October 2, 2013, IRS did not process tax refunds between October 2 and October 16 due to the government shutdown.  As a result, there were very few offsets during this cycle leading to a large number of states having negative net check amounts.  For those states with a negative collection amount, the Federal Collections and Enforcement team notified your offset coordinator/point of contact via e-mail on Monday, October 21 and provided additional detail.
