SUBJECT: Final Rule on Incentives, Penalties and Audit
ATTACHMENT: Attached is the final rule published in the Federal Register December 27, 2000 (65 FR 82177) promulgating Federal regulations on the new performance-based incentive system, performance penalties and establishes standards for certain types of audits, required by the Child Support Performance and Incentive Act of 1998. The rule adds new regulations and revises existing regulations contained in 45 CFR Parts 302, 304 and 305. These changes largely implement the statute and provide clarification on the operation of the new incentive system, performance penalties and aspects of audit.
