RE: FPLS Minor Release 09-02

Dear Colleague:

In December 2009, the Federal Office of Child Support Enforcement (OCSE) implemented most of the components of Minor Release 09-02 of the Federal Parent Locator Service (FPLS). This release includes enhancements to the Child Support Enforcement Network (CSENet), the Federal Case Registry (FCR), the Federal Offset System, the Intergovernmental Referral Guide (IRG), and the Query Interstate Cases for Kids (QUICK) System.

The following enhancements were implemented in October 2009:

For FCR:

  • Expand SVES Proactive Matching for Children (OCSE Ref. #2726)
    If a state, that has previously opted to receive proactive SVES Locates for children, submits a SVES Locate for an adult in a IV-D case, the FCR will send a Title II (SSA) Locate for any child(ren) on the case whose SSN/Name combination is verified and if there is no FV indicator.

For IRG:

  • Enhance Certification Process for States and Tribes (OCSE Ref. #2733)
    The IRG is being modified to improve the functionality of the state certification process.

The following enhancements were implemented on December 4, 2009:

For CSENet:

  • Negative Dollar Amounts in Order Data Block (OCSE Ref. #354)
    The CSENet Transaction Management Application (TMA) is being modified to recognize negative dollar amounts and to address edit procedures accordingly.

For QUICK:

  • Add QUICK Banner to all PDF QUICK Pages (OCSE Ref. #2679)
    The system is being modified to add the QUICK banner to all PDF pages to ensure that the users will be able to identify that the printed pages are related to the QUICK system.
  • Convert QUICK HTML Pages to Web Standards (OCSE Ref. #2680)
    The system is being modified so state users can view standard HTML pages across different FPLS applications.
  • Create a Family Violence Error Code (OCSE Ref. #2777)
    The system is being modified to provide states with an option to send a standard error message to the requesting state when there is Family Violence (FV) associated with a case, and the state's policy is to not release any information under these circumstances.
  • Query FCR SSN Using QUICK (OCSE Ref. #2764)
    The system is being modified so a state caseworker can query QUICK using an SSN.

The following enhancement will take effect on January 13, 2010:

For the Federal Offset System:

  • Change to Frequency of Collections and Adjustments Reporting to States (OCSE Ref. #2597)
    The Federal Offset System will send collections to states on a weekly basis.
