RE: Federal Parent Locator Service Safeguarding and Federal Collections & Enforcement Programs Annual Certification Letters
Annually, your state is required to submit two signed certification documents to the federal Office of Child Support Enforcement.
The Federal Parent Locator Service (FPLS) annual safeguarding document certifies that your state is compliant with safeguarding and security requirements relating to locate information received from the FPLS and that your state is using the information only for the intended purposes.
The Federal Collections and Enforcement annual certification letter certifies that the information that your state submits meets the legal requirements for federal offset, passport denial, multistate financial institution data match and federal insurance match. It also provides information as to your state’s preferences regarding mailing of pre-offset notices, holding periods, and contact information.
Both certifications require the signature of your state’s IV-D Director or designee. We have attached copies of both documents for your use. Please submit a signed copy of each certification document (on your state’s letterhead) by September 16, 2012, to the Federal Collections Unit by fax to 202-401-5553 or by e-mail to email@example.com.
