SUBJECT:Matching Payments to States for Non-AFDC Related Expenditures

BACKGROUND:Since the inception of the Child Support Enforcement Program in 1975, Section 455(a) of the Social Security Act has mandated a specific date for the termination of Federal funding for expenditures incurred by States in providing services to non-AFDC recipients. Through legislative actions, this section has been amended on several occasions to extend the period of time within which this funding would be available. A recent amendment in this series of actions, Public Law 96-178, dated January 2, 1980, extended funding for non-AFDC expenditures through March 31, 1980.

P.L. 96-272, dated June 17, 1980, has further amended this section of the Act by providing funding for all non-AFDC services provided on or after October 1, 1978. This amendment makes no reference to a termination date for Federal funding for non-AFDC activities, thus providing such funding for an indefinite period of time.

ACTION REQUIRED:All non-AFDC expenditures should continue to be claimed as being computable for Federal funding on Form OCSE-OA-41.17, "Statement of Child Support Expenditures". Non-AFDC expenditures should also be included when estimating Federal funds on Form SRS-OFM-65, "Quarterly Estimate of Expenditures". These estimates for the 4th quarter, FY 1980 should have been submitted by May 15, 1980. States that have already submitted this form without including an estimate of non-AFDC expenditures may submit a revised copy including those expenditures. States should not revise Form SRS-OFM-65 for the 3rd quarter, FY 1980, which began April 1, 1980. The actual amount of AFDC and non-AFDC expenditures claimed for that quarter will be considered when adjusting the estimate previously included in the grant award for that quarter.

EFFECTIVE DATE:The continued availability of Federal funding for non-AFDC expenditures is effective with the 3rd quarter of FY 1980, which began April 1, 1980. State expenditures reports for that quarter are due to be submitted by July 30, 1980.
