I am very pleased to share with you "New Jersey's Feasibility Study of Review and Adjustment Procedures for Medical Support," which was funded under OCSE's Special Improvement Project (SIP) grant program. This is the first full grant report to be distributed to all states under our new procedures. While many of the SIP and Section 1115 grants project findings can be found on the OCSE web site under NECSRS "Best Practices" or written up in the Child Support Report, we will be distributing final individual SIP and Section 1115 project reports when they warrant broad distribution.
Because the area of medical support is of special interest to many states, I think this report holds particular interest. This study explored the efficacy of using a Medical Support Facilitator during the review and modification process to determine the most appropriate healthcare coverage (private vs. public) for a child. A central feature of the study is a proposed medical support guideline which we think would be very useful to other states considering such a guideline for their programs. The guideline addresses issues of affordability, accessibility, stability, and comprehensiveness, with the intent of establishing enforceable orders. It also identifies the conditions under which cases will be automatically identified for review by the Medical Support Facilitator to determine whether an adjustment is needed.
