Dear Colleague:

Enclosed you will find the OCSE 23rd Annual Report to Congress which provides information on the progress and accomplishments of the Child Support Enforcement (CSE) Program for fiscal year (FY) 1998.

In FY 1998, States were able to:

  • Establish 1.4 million paternities through CSE agencies and in-hospital paternities,
  • Establish 1.1 million new support orders,
  • Locate the income, assets or employers of 6.5 million parents,
  • Collect a record $14.3 billion in child support payments,

Program expenditures for FY 1998 were $3.6 billion.

This report also contains selected State-by-state financial and program data obtained from Federal reports completed by State Child Support Enforcement agencies and a series of graphs and tables presenting financial and statistical information for fiscal years 1994 through 1998.

The report is available on the OCSE Website. If you have questions or comments concerning the report, please call Dennis Putze at (202) 401-4030.

Thank you for all you have done and continue to do for the nation's child support program and the children and families we serve every day. We have much to be proud of. We have much more to do to assure that children receive the emotional and financial support they need and deserve. Children First!
