RE: Open Comment Period – State Plan

Dear Colleague:

Sections 452, 454, and 466 of the Social Security Act (the Act) outline the requirements for submission of a State Plan (OCSE-100) and plan amendments for the child support enforcement program. As a condition of receiving Federal Financial Participation, the state child support agency must submit an approvable State Plan describing the nature and scope of its child support enforcement program. The State Plan consists of the preprinted State Plan pages, any related attachments and the transmittal form (OCSE-21-U4), and contains all information necessary for the Office of Child Support Enforcement to determine whether the State Plan can be approved.

In compliance with the requirements of Section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995, the Administration for Children and Families is soliciting public comment on the State Plan and OCSE-21-U4. As of November 8, 2010, a notice for public comment has been posted to the Federal Register, page 68610, volume 75, and number 215. The current forms expire on July 31, 2011.

We request that during the 60-day comment period you review the current State Plan and OCSE-21-U4. Please provide your comments and suggestions to LaShawn Williams at lashawn.williams@acf.hhs.gov within the 60-day period that began November 8, 2010. When commenting, please be sure to reference OMB control number 0970-0017.
