Re: Paternity Establishment Computer Based Training (CBT) Course

Dear Colleague:

The Federal Office of Child Support Enforcement (OCSE), in partnership with the Graduate School in the U.S. Department of Agriculture (GS/USDA), has developed two of the six Computer Based Training (CBT) courses on CD-ROM targeted for child support enforcement caseworkers. The second CBT course, Paternity Establishment, is enclosed.

The course is organized in modules with lessons as follows:

  • Paternity Today
  • Reasons for Establishing Paternity
  • Laws You Should Know About
  • How to Establish Paternity
  • How to Establish Paternity Through Voluntary Acknowledgment
  • How to Establish Paternity in Contested Cases

This information has been organized using an instructionally sound approach to maximize learning efficiency and retention. Users are encouraged to work through the modules sequentially. They are not restricted to sequential access, however. This flexibility allows caseworkers to easily obtain the "just in time" information they desire according to their individual needs. In addition, a glossary of terms and acronyms has been included. Minimum computer specifications for the CBTs are listed inside the CD-ROM sleeve and discussed in DCL 98-19.

Within the CBT, there are hyper text links to OCSE’s Web site. Once at the Web site, the learner can access the National Electronic Child Support Resource System (NECSRS) which provides state-specific and other dynamic information.

In addition to the Paternity Establishment CBT and the Orientation CBT released via DCL 99-36, we will be releasing four additional CBTs soon. The training courses due for release are:

  • Locate;
  • Enforcement;
  • Interstate; and
  • Distribution.

Through these training courses, OCSE is supporting its commitment to quality training for the Child Support Enforcement community.

Sincerely,

David Gray Ross
Commissioner
Office of Child Support Enforcement
