RE: Request for Comments on Revised Income Withholding Order/Notice for Support (IWO) Form
The federal Office of Child Support Enforcement has revised the Income Withholding for Support (IWO) form. As of July 19, 2013, a notice for public comment has been posted to the Federal Register on pages 43208 – 43209, Volume 78, Number 139. The comment period closes on September 17, 2013.
The proposed form and instructions are attached. Below are a few suggested revisions:
Change of Form Title: The title of the form has been changed to Income Withholding Order/Notice for Support (IWO) to synchronize the title of the form with the first line.
Blank Box: The blank box designated as space for court stamps, bar codes, or other information has been removed as it is not being used.
Case Identifier: A Case Identifier has been added to each page to enable caseworkers to identify the correct case if pages are missing when the form is returned by an employer/income withholder.
Independent Contractors: Language has been added to the IWO Instructions directing income withholders to contact state agencies for the maximum percentage to withhold from payments since the Consumer Credit Protection Act does not apply to independent contractors.

Consideration will be given to comments and suggestions submitted within 60 days of the Federal Register notice.
