DEAR COLLEAGUE LETTER

DCL-14-05

DATE:  March 21, 2014

TO:  ALL STATE IV-D DIRECTORS

RE:  Security and Privacy Program

Dear Colleague:

On October 25, 2013, OCSE officially introduced the Security and Privacy Program after a year-long state comment period.  The Security and Privacy Program is designed to protect Federal Parent Locator Service data and other confidential child support program information, including information system safeguards, through a new Security Agreement and Certification Statement.

We have extended the deadline to execute and return the Security Agreement to April 30, 2014.  The extended deadline will provide the additional time you requested to modify processes and system changes to be compliant.  If you are unable to implement all the security controls by the April 30, 2014 deadline, please provide OCSE with a Plan of Action and Milestones or other written description of your state’s plan to implement the security controls, and attach it to the executed Security Agreement.  We are providing a “Plan of Action and Milestones” template for your convenience to help document your plan of action for the security controls in progress; however, you are not required to use the template.

OCSE sent these documents to you via listserv on March 19, 2014.  We appreciate your willingness to collaborate with us on developing the Security Agreement.  Thank you for your comments and for your ongoing efforts to safeguard confidential child support program information.

If you have questions, please contact Linda Boyer at linda.boyer@acf.hhs.gov or 202- 401-5410.

Sincerely,

Vicki Turetsky
Commissioner
Office of Child Support Enforcement
