RE: Voluntary Use of the Standard Verification of Employment (VOE) Response Form
In an effort to streamline employer responses to each state’s specific request for verification of employment (VOE), the Federal Office of Child Support Enforcement (OCSE) and the Employer Services Workgroup collaborated to develop the attached VOE response form. The workgroup—comprised of state child support enforcement (CSE) agencies, OCSE representatives, federal agencies, and employers—reviewed a number of state VOEs and documented the information requested by the CSE agencies. The workgroup determined that states request similar information from employers, but they request it in different ways. There is a lack of standardization in the terminology used by states. Recognizing that a standard response to a VOE could not include all the information that each separate state requests, a response form was developed that provides the essential information that states need in order to establish and/or modify child support orders.
States will continue to send their state-specific VOEs, and employers will return the standard VOE response to those states that agree to accept it. Employer burden will be reduced in those states that accept the standard VOE response as many employers will automate the process. The workgroup agreed that there may be situations when the state CSE agency will need to contact the employer for additional information not provided on the standard form, and this is noted on the VOE response form.
Please review the attached form and notify OCSE within 60 days whether or not your state CSE agency is willing to accept the standard VOE response form from employers.
