BACKGROUND: Enclosed is the second edition of Working with Federal Agencies as Employers. This resource is designed to assist state and tribal agencies working with our nation's largest employer, the Federal government. It includes information on:
- Calculating Federal income withholding, Federal benefits subject to income withholding, and contact information for Federal agents to whom states/tribes should address the orders.
- Directing, understanding, and processing child support payments made by U.S. Treasury checks.
- Converting Federal payroll agencies from paper checks to electronic funds transfer/electronic data interchange.
