    As part of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, Title V, Section 510 provided funding to States to support abstinence education, with the ultimate goal of preventing unwed childbearing, pregnancy and sexually transmitted diseases. To learn more about the public’s views, the Administration for Children and Families (ACF) funded a survey to examine current attitudes of parents and adolescents regarding sex, abstinence and abstinence messages.
