Partners for Community, Inc. (PFC), proposes to undertake a job creation initiative in the Porta del Sol, a 20 x 30 mile region in western Puerto Rico. The geographic location consists of 17 largely rural towns, centered on the municipality of Mayaguez. The PFC initiative consists of a sequence of interventions that will catalyze existing small and medium-size enterprises to invest in substantial business expansions. This private sector approach is designed to support and provide firms with incentives (training, technical assistance, financial assistance) to pursue viable expansion plans, in return for explicit commitments to create an anticipated 76 new, full-time, sustainable jobs to be occupied by TANF recipients and other low-income individuals that will lead to economic self-sufficiency and reduced welfare dependence for beneficiaries and their families. The National Alliance of Vietnamese American Service Agencies (NAVASA) will implement its “Access to Equity (A2E)” project, an integrated micro-enterprise development, business expansion, and job development strategy to advance economic self-sufficiency among low-income Vietnamese refugees and immigrants in Biloxi, Mississippi and New Orleans, Louisiana impacted by Hurricane Katrina. A2E will provide linguistically and culturally appropriate one-on-one business technical assistance to help project participants evaluate the feasibility of their business idea, develop a business plan, apply for business financing, and secure loans and business grants to successfully start, re-start, or expand their business. Project participants not seeking self-employment will be conencted to jobs at businesses that expand through the A2E program or with construction firms. A portion of the funds will be allocated to establishing a business grant program, where direct grants in the range of $5,000 to $10,000 will be provided to project participants to help finance business start up costs, as working capital, or to purchase equipment. This project will result in 35 business start-ups, re-starts, and expansions; create 60 new jobs; and create 15 additional jobs through job development and placement in construction firms. |

MaineStream Finance is a not-for-profit, 501(c)(3) community development financial institution and a wholly-owned subsidiary of Penquis Community Action Program. Its mission is to promote community development through financial training and financing activities that benefit low and moderate-income residents of Maine. MaineStream Finance is a licensed, supervised lender, an SBA Micro-lender, and technical assistance provider, and is monitored regularly by the Consumer Credit Bureau and the Finance Authority of Maine. In cooperation with Penquis Child Care Resource Development Center, MaineStream will provide technical assistance, training, individual advising and support, and access to financing to project participants. EEPP will provide free training that includes all aspects of operating a childcare business in Maine, free one-on-one technical assistance by a trained Micro-enterprise Consultant and Education Specialist, individual advising on overcoming personal barriers, and loans/direct financial assistance to support child care startup and expansion. Community Developers of Beaufort-Hyde, Inc. (CDBH) is requesting $246,400 in JOLI grant funds to develop self-employment and micro-enterprise business training to TANF and other low-income residents of Beaufort, Hyde, Martin, Tyrrell, and Washington Counties in eastern North Carolina. The training would consist of leadership development, financial literacy, GED, English as a Second Language, adult basic education, computer training, and business management training programs. This project would encourage new business development, resulting in the creation of quality jobs in high demand industries. The project aims to assist in the creation of 6 to 8 businesses that will pay competitive wages to 30 to 40 TANF and low-income individuals. The targets area for CDBH will be Beaufort, Hyde, Martin, Tyrrell, and Washington Counties in eastern North Carolina. |

The Ohio CDC Association (OCDCA) will create a network of child care agencies, which will provide jobs to low-income individuals while simultaneously improving the quality and increasing the accessibility, of child care in some of Ohio's poorest regions. This project will offer intensive support services to low-income individuals in some of Ohio's most underdeveloped regions. It will provide low-income households with the human capital development needed to run a successful business and effectively manage money, while simultaneously creating a social capital network that will provide support, improve self-efficacy, decrease financial strain, and improve financial well-being. Additionally, the training to design a home-based child-care business will provide participants with the ability to work from home and continue to provide assistance to their own families, while offerring a service desperately needed in high-poverty areas. The project will result in 100 low-income children served with home day care, 70 low-income participants participating in training, and the creation 34 new, living wage jobs. |
