PURPOSE: To request that LIHEAP grantees provide the ACF
Office of Grants Management with the preferred
office and address to which the official grant
award package is to be mailed, and to provide this
information as soon as possible.
CONTENT: The ACF Office of Grants Management (OGM) is
currently in the process of updating its database
to include the correct mailing information for
each State, Indian Tribe/Tribal organization, and
Territory that is served under the LIHEAP program.
In the past, grantees have indicated that they
aren't receiving the official LIHEAP grant award
package (with the legal terms and conditions of the
grant) when LIHEAP awards are issued. To ensure
that FY 2009 grant award letters are mailed to the
proper entity for each LIHEAP grantee, we ask that
you:
• Check the address that the LIHEAP grant award
package is currently being mailed to in the
State. That address is included on your FY 2008
LIHEAP grant award letters; and
• If this information is inaccurate or needs to be
updated, please provide the Division of Mandatory
Grants in OGM with the correct office and address
information. This will ensure that your desired
contact receives the official grants package in
the mail for all LIHEAP grant awards that are
issued (block grant, leveraging, REACH and
contingency funds).
As a courtesy, the Division of Energy Assistance
will continue to fax a copy of the award letters to
each LIHEAP coordinator. We will update our own
mailing lists for the LIHEAP program point of
contact when FY 2009 plans are submitted. However,
the program office is often not where the official
grants package is to be mailed. Each State, Tribe,
and Territory has its own policy regarding the
legal entity (often a financial department or
office) for the receipt of the LIHEAP grant awards.
As the names of individuals in positions change
frequently, we ask that you only provide OGM with
the individual's official title, the name of the
grantee's department/office and the proper mailing
address. For example, the address block for a
State or Territory might appear as:

Most Tribes prefer to have the award package mailed
directly to the Tribal chairman, but there may be
exceptions, such as the following:

The preceding are just examples-you should provide
the specific information for the office that you
wish the official grant award package to be mailed.
Any submitted changes will be reflected beginning
with the FY 2009 LIHEAP grant awards. We advise
grantees to keep OGM informed whenever there are
any revisions to this information in the future.
Unless they receive your updated information, OGM
will continue to use the current LIHEAP grantee
addresses in its system for transmitting the
official grant award package.
