               XXVI of the Omnibus Budget Reconciliation Act of 1981, Public Law 97-35,
               as amended, LIHEAP IM-2005-14, dated May 25, 2005.
 

BACKGROUND:    Section 2610 of Title XXVI directs the Department of Health and Human 
               Services (HHS) to submit an annual report to Congress containing a 
               summary of specified types of data collected on home energy use and  
               households assisted under the Low Income Home Energy Assistance Program 
               (LIHEAP).  In response to this requirement, the Division of Energy 
               Assistance prepared the Department's LIHEAP Report to Congress for 
               Fiscal Year 2003.
 
               This is the twenty-third annual Report to Congress on energy assistance 
               programs administered by the Department. The Report includes state-
               specific data from the LIHEAP Household Report for FY 2003 and the 
               LIHEAP Grantee Survey for FY 2003.
    
               The LIHEAP Home Energy Notebook for FY 2003 supplements this Report. 
               The Notebook was sent to State LIHEAP Grantees in May 2005.

               A copy of the Report is enclosed for State LIHEAP directors.
