SUBJECT:       LIHEAP Report to Congress for Federal Fiscal Year
               2005

               Budget Reconciliation Act of 1981, Public Law 
               97-35, as amended
               
PURPOSE:       The purpose of this transmittal is to disseminate 
               the Department's LIHEAP Report to Congress for 
               FY 2005.

BACKGROUND:    Section 2610 of Title XXVI directs the Department
               of Health and Human Services (HHS) to submit an 
               annual report to Congress containing a summary of 
               specified types of data collected on home energy 
               use and households assisted under the Low Income 
               Home Energy Assistance Program (LIHEAP).

CONTENT:       In response to the Congressional reporting
               requirements, HHS submitted recently the LIHEAP
               Report to Congress for FY 2005. This is the twenty-
               fourth annual Report to Congress on energy 
               assistance programs administered by the Department.
               The Report includes state-specific data from the
               LIHEAP Household Report for FY 2005 and the LIHEAP
               Grantee Survey for FY 2005.  A copy of the Report
               will be emailed to States as a PDF file.

               The LIHEAP Home Energy Notebook for FY 2005
               supplements this Report. The Notebook was sent to
               State LIHEAP Grantees in May 2007.
               
               We would like to thank the LIHEAP grantees for
               their cooperation in providing data for the Report.
