PURPOSE: To notify State LIHEAP Grantees (the 50 States,
the District of Columbia, and the Commonwealth of
Puerto Rico) of OMB approval of the reinstatement
with changes of the LIHEAP Household Report for
FFY 2009 through FFY 2011. On October 6, 2008, OCS
received OMB approval of reinstatement with changes
of the previously approved LIHEAP Household Report.
The approval includes no changes to the LIHEAP
application data counts for States and to the
Short Format for Indian Tribes/Tribal
Organizations and those Insular Areas that receive
regular LIHEAP block grant allocations of less
than $200,000.
BACKGROUND: Federal information collection activities, such
as the LIHEAP Household Report, must receive OMB
approval in accordance with Section 3507 of the
Paperwork Reduction Act of 1995. We notified
LIHEAP grantees in LIHEAP AT-06-10, dated
September 26, 2006, that we were seeking the
renewal of OMB approval with revisions of the
LIHEAP Household Report that was to expire on
October 31, 2006. The approval process was
completed finally on October 6, 2008.
CONTENT: Originally, we requested OMB approval to reinstate
the LIHEAP Household Report with the following
proposed changes to require States to report (1)
the number of assisted households with a "frail"
elderly person; (2) the unduplicated number of
households regardless of the type of LIHEAP
assistance; (3) separate unduplicated counts of
the number of assisted households with vulnerable
members; and (4) an unduplicated count of the
number of assisted households having at least one
vulnerable member.

OMB's renewal of the LIHEAP Household Report was
not obtained in time for LIHEAP grantees to use a
reinstated LIHEAP Household Report for FFY 2007
and FFY 2008. Consequently, we instructed
grantees to report the data for FFY 2007 and FFY
2008 on the previously approved LIHEAP Household
Report for FFY 2006. The LIHEAP Household Reports
for those Federal Fiscal Years indicated that OMB
approval was pending. This was done so that
LIHEAP grant awards were not delayed as the LIHEAP
Household Report is a required component of the
LIHEAP grantee application.
As a result of comments from the States and other
considerations, we proposed to OMB that the
reinstatement of the LIHEAP Household Report
include:
• an unduplicated count of households that received
any type of LIHEAP assistance, regardless of the
type of LIHEAP assistance (including LIHEAP
weatherization assistance);
• separate unduplicated counts of the number of
assisted households with vulnerable members,
i.e., the elderly, disabled, and young children
regardless of the type of LIHEAP assistance; and
• an unduplicated count of the number of assisted
households having at least one vulnerable member,
regardless of the type of LIHEAP assistance.
OMB approved these changes, as well as our request
to give States lead time to prepare for reporting
the additional data, beginning with data to be
reported for FY 2011.
We will collaborate with the States about
developing instructions on how States will need to
provide the unduplicated household counts. At a
minimum, States will need to track what types of
LHEAP assistance were provided to recipient
households during FFY 2011. This requirement will
be more difficult for States that use different
agencies to operate different types of LIHEAP
assistance. In addition, this requirement will be
more difficult for States that have not developed
a computerized LIHEAP management information
system.
For the first time beginning with FFY 2011 data,
we plan to provide the Administration and Congress
with a complete count of how many households
receive LIHEAP assistance nationally and by State.

Reports for FFY 2009, FFY 2010, and FFY 2011.
