Comments on extension of Office of Management and Budget (OMB) approval for the LIHEAP Leveraging Report

SUBJECT:       Comments on extension of Office of Management and 
               Budget (OMB) approval for the LIHEAP Leveraging 
               Report
			   
RELATED        Low Income Home Energy Assistance Act, as amended
REFERENCES:    (Title XXVI of Public Law 97-35, the Omnibus Budget
               Reconciliation Act of 1981, as amended).

PURPOSE:       To request comments on the proposed renewal of the
               LIHEAP Leveraging Report.
			   
BACKGROUND:    The LIHEAP leveraging incentive program rewards
               LIHEAP grantees that have leveraged nonfederal
               home energy resources for low income households.
               The LIHEAP Leveraging Report is the application
               for leveraging incentive funds that these LIHEAP
               grantees submit to the Department of Health and
               Human Services (HHS) for each fiscal year in which
               they leverage countable resources.  Participation
               in the leveraging incentive program is voluntary.
			   
CONTENT:       The Leveraging Report obtains information on
               the resources leveraged by LIHEAP grantees each
               fiscal year, the benefits provided to low-income
               households by these resources, and the fair market
               value of these resources/benefits.  HHS needs this
               information in order to carry out statutory
               requirements for administering the leveraging
               incentive program, to determine countability and
               valuation of grantees' leveraged resources, and to
               determine grantees' shares of leveraging incentive
               funds.

               HHS proposes to request a 3-year extension of OMB
               approval for the currently approved LIHEAP
               Leveraging Report.  As part of the process for
               requesting this extension, HHS published the
               attached comment request in the Federal Register
               on February 24, 2009, requesting comments on the
               specific aspects of this information collection.
               LIHEAP Action Transmittal 2007-8 includes a copy
               of the LIHEAP Leveraging Report forms and the
               instructions for completing them.
               
               Submission of comments on this information
               collection is voluntary.  Any grantees or
               interested parties that wish to comment on this
               information collection should send their comments
