SUBJECT: Use of CSBG funds to support summer jobs for youth and related services.

PURPOSE: To inform CSBG agencies of the opportunities to support summer youth employment efforts with CSBG funds.

This message serves as guidance regarding  the Budget Control Act of 2011, in which a series of spending cuts, called sequestration, will cancel approximately $85 billion in budgetary resources across the Federal government for the remainder of the Federal fiscal year.  As a partner with you in accomplishing the Administration for Children and Families (ACF) mission, we are writing to provide you with information about what this reduction means for the funds provided to your organization.

This message to provide an update on performance management efforts in the Community Services Block Grant (CSBG).  The Administration for Children and Families (ACF) is taking administrative steps to support high quality services delivery across the CSBG network.

List of CSBG Information Memoranda (IMs) - The Office of Community Services, Division of State Assistance, publishes Information Memoranda (IM) for distribution to CSBG program administrators. An Information Memoranda (IM) provides guidance to assist in implementing the CSBG legislation, program instruction and policy clarification, in addition to disseminating information and program practices to stakeholders.

This report is submitted to the Committee on Education and the Workforce of the House of Representatives, and the Committee on Health, Education, Labor and Pensions of the Senate, in accordance with provisions of Public Law 105-285, the Coats Human Services Reauthorization Act of 1998. 

The report complies with sections of the Act that require the Secretary to prepare each fiscal year a report on performance and a report on compliance with the goals of the Community Services Block Grant program (CSBG), and to submit those reports together to the committees.  This report provides the information requested for fiscal year 2004.
