Equal Treatment Regulations
June 1, 2011All Federal agencies, including HHS are required to use the principles and guidelines established by the Office of Management and Budget (OMB) in order to ensure that the costs of work under grants, cooperative agreements, and contracts are allowable, allocable, reasonable and necessary. The OMB cost principles were established in the form of "circulars" which are published in the Code of Federal Regulations, 2 CFR.
The applicable circulars published by OMB are the following:

Existing CCF grantees are also able to use the CCF NRC website which provides additional information on guidance, policies and procedures.
SCF Allowable Activities
August 8, 2012All federal funds are contingent upon annual budgetary Congressional approval. Please note that funds were not appropriated for the Compassion Capital and Strengthening Communities Fund Programs. Therefore, the Administration for Children and Families will not hold additional competition or award new grants for this program.
The following capacity building activities were supported through SCF funded technical or financial assistance. Common organizational goals are listed according to the five critical areas of capacity building identified in past Strengthening Communities Fund funding announcement.
