Established in 1969, Minnesota Community Action Partnership (MinnCAP), brings nearly forty years of experience in the provision of training, technical assistance and support to the Community Services Network. MinnCAP represents 28 Community Action Agencies (CAAs) which form the last, local line of defense for families in need. In 2010, Minnesota's CAAs constitute, in aggregate, a very large enterprise having more than 3,000 employees, administering funds in excess of $400,000,000 and serving more than 300,000 people.

MinnCAP will analyze, enhance and disseminate as exemplary practice models, “Visions,” Minnesota’s Statewide information management system, and its related Community Action Management Information System (CAMIS). In addition, the Association proposes to use a national advisory panel approach to conduct a national analysis of the Community Services network’s best practices in “Information Management Systems.” An Agency-wide Information Management Systems (AIMS) Advisory Panel will identify core organizational capacity functions critical to successfully implement agency-wide data systems and business processes in CAAs. MinnCAP will prepare a summary of software usage nationwide by Spring 2011, and an analysis of software that supports agency wide business processes by Spring/Summer 2011 and a summary of discussions regarding core organizational capacities to acquire, implement and manage enterprise systems.
It is a daunting undertaking to plan, purchase, implement and manage agency-wide information management systems for CAAs. The lead time required to realize the opportunities afforded by current technologies will be dramatically compressed as a result of the knowledge made widely available by these proposed initiatives. MinnCAP will present research results at the August 2011 Minnesota training conference. The Association will develop and present four webinars to disseminate the AIMS Panel’s concepts and findings. In addition, the AIMS Panel will lead roundtable discussions and report at the State and national conferences in 2011.
