SUBJECT:    State Grantee Needs Assessment Survey on Third-Party Verification and Data Collection Capacity

Dear State LIHEAP Grantees:

The Office of Community Services (OCS) will soon be distributing a web-based survey to all state LIHEAP grantees regarding your capacity to conduct third-party verification of applicant data and to collect and report data needed for the proposed LIHEAP performance measures.  Two contractors—Apprise Incorporated and NEADA—developed this survey to enable our office to gain as a complete and accurate an understanding of the ability of states to perform these activities and, where barriers exist, identify what is needed to ensure that all states will be able to comply with future requirements in these areas.  Your responses to this survey will also be critical to our office in refining its training and technical assistance strategy and targeting our resources to states where assistance will be most useful.

The survey will be available online and Apprise will email a link to the survey to all state LIHEAP coordinators by tomorrow.  You may ask other staff in your office to complete different sections of the survey, as needed.  We ask that you complete the survey by Friday, February 7, 2014.
