1. Definition of Work Activities

Unsubsidized Employment. Paid employment for which no government funds are used to subsidize the individual’s salary.

Subsidized Private Sector Employment: Full-Employment Program. Full-time subsidized, training-oriented employment, earnings from which replace the TANF (Temporary Assistance for Needy Families) benefits of an eligible household. The employment is designed to train the recipient for a specific job, increase self-sufficiency and improve competitiveness in the labor market.

Work Experience. Work in exchange for benefits in a public or non-profit agency.

On-the-Job Training or Other Subsidized Employment. Paid or unpaid employment, the goal of which is to increase the individual’s employment skills. Examples include WIA OJT, college work study, apprenticeship programs, and unpaid college practicums and internships.

Job Search. A structured, time-limited activity during which the participant is required to search for, find, and apply for a specified number of jobs.

Vocational Education. Skills training designed to prepare an individual meeting hard-to-serve criteria for a specific job guaranteed by an employer prior to initiation of the skills training.

Job Skills Training. Training in technical job skills or in the knowledge required for a specific occupational area.

Adult Basic Education. Remedial or other instructional activities aimed at enhancing basic educational performance levels including reading, writing, and mathematics.

Post-Secondary Education. A program of post-secondary instruction offered by an institution of higher education as determined by the Secretary of Education in accordance with the Higher Education Act of 1965.

2. Transitional Services

Virginia provides up to one year of transitional transportation assistance to former VIEW participants who are no longer eligible for TANF cash assistance.

3. Sanctions for Refusal to Engage in Work

Recipients who fail to participate in work activities or to comply with the terms and conditions of their personal responsibility agreements may be sanctioned. If an individual is sanctioned, the family’s entire TANF benefit amount is reduced by 100% for a fixed period of time, or until the individual complies with the terms of the sanction, whichever is longer.

For a first sanction, the TANF grant is suspended for one month or until compliance, whichever is longer; for a second sanction, the TANF grant is suspended for three months or until compliance, whichever is longer; and for any subsequent sanctions, the TANF grant is suspended for six months or until compliance, whichever is longer.

4. Child Care Provided Through Disregards

Payment for child care is made directly to child care providers for child care services rather than through disregards.

5. Family Violence Option

Not applicable. Virginia has not adopted the family violence option.

6. Non-recurrent Short-term Benefits

Diversionary Assistance provides a one-time cash payment worth up to four months of benefits to meet a one-time crisis such as a transportation, child care, or housing emergency. In order to qualify for diversionary assistance, an applicant must be otherwise eligible for TANF. (Note: the applicant will not be required to meet all of the non-financial criteria for TANF case approval). In order to receive Diversionary Assistance, the applicant relinquishes his or her right to TANF assistance for a time period determined by dividing the benefit total by the monthly TANF grant for which the household would have been eligible and multiplying by 1.33.

Application for Diversionary Assistance is made on the same application for benefits that a person uses to apply for TANF, Food Stamps, and Medicaid. In addition, the integrated computer system processes benefits for Food Stamps and Diversionary Assistance using the same information provided during a dual interview. All applicants for assistance receive a brochure that provides information on all benefit programs.

7. Displacement Complaints Procedures

No individual in a work activity is assigned or employed when any other individual is on layoff from the same or any substantially equivalent job or when the employer has terminated the employment of any regular employee or otherwise caused an involuntary reduction of its workforce in order to fill the vacancy with an individual in a work activity.

An employee who claims employment was lost due to displacement may initiate a grievance by presenting the complaint to the Virginia Department of Social Services for investigation and resolution.

8.a. Programs and Activities Directed at the Third Statutory Purpose of TANF

Virginia currently funds several initiatives designed to reduce the incidence of out-of-wedlock births and teen pregnancy and to encourage the formation and maintenance of two-parent families. They are described below.

Partners in Prevention (Community-Based Out-of-Wedlock Pregnancy Prevention Program)

Under the direction of the Office of the Secretary of Health and Human Resources, various agencies of the Commonwealth, including the Departments of Health and Social Services, have initiated the Partners in Prevention program. This program was established to encourage and support community-directed strategies to prevent and reduce the incidence of out-of-wedlock pregnancies.

The Partners in Prevention Program targets women ages 20-29 to reduce the out-of-wedlock birth rate. This initiative has a secondary target audience of teens, ages 10-19. Areas of focus include marriage before conception, male responsibility, discouraging cohabitation outside of marriage, delaying sexual involvement until marriage, and discouraging high risk sexual behavior.

Virginia Abstinence Education Initiative

The Department of Health is responsible for management, implementation, and administration of an evaluation of five abstinence education initiatives. targeting seventh through eleventh grade students, both in and out of school:

(1) Reasons of the Heart: Educational Guidance Institute (Danville, Fairfax County, Fauquier County, and Loudoun County),

(2) Individuals Abstaining 'Til Marriage: Family Services of Central Virginia (Bedford City, Bedford County, Campbell County, and the City of Lynchburg),

(3) Very Important Person: Horizons Unlimited Ministries, Inc. (Newport News - East End and Denbigh areas),

(4) I Can Abstain Now: Sussex County Department of Social Services (Sussex County),

(5) My Choice, My Future!: Powhatan County Department of Health (Powhatan County).

Sussex County’s I Can Abstain Now Program is typical of the abstinence education efforts. In that program, students learn the importance of maintaining an abstinent lifestyle and postponing sexual involvement. Students receive classroom instruction, one-to-one sessions with abstinence educators, and experiential learning sessions with peer educators.

Virginia Fatherhood Campaign

This initiative was established to address the many negative health and developmental outcomes resulting from a father's absence from the family. These include greater risks of teen pregnancy, higher rates of childhood diseases, greater risk of substance abuse, and school dropout.

The fatherhood initiative offers programs for fathers who live apart from their children and who need to increase their capacity to provide emotional and financial support for their children. The program activities are devoted to involving fathers in supporting their children, keeping fathers involved with their children and families, and improving the quality of parenting in order to strengthen families in Virginia and reduce family economic dependence on government.

The Fatherhood Campaign activities are offered through community workshops, training, and technical assistance for public and private non-profit family service providers.

Resource Mothers Sibling Program

The Resource Mothers Sibling Program is a mentoring program designed for siblings of pregnant or parenting teens. Adult mentoring relationships, involvement in community activities, and establishment of future goals have been found to counterbalance the pressure towards risky sexual and other negative behaviors. The Virginia Resource Mothers’ home visitors working with pregnant and parenting teens will refer younger non-pregnant sisters, ages 9-15, to a mentoring program.

Comprehensive Health Investment Project (CHIP) of Virginia

The mission of CHIP of VA is to partner with communities, to strengthen families with young children, to improve community health, and to increase family self-sufficiency.

CHIP of VA programs are local public/private partnerships which provide comprehensive care coordination, family support, and referral to medical and dental services for low-income at-risk children. CHIP’s efforts to match a family to comprehensive preventive and primary care providers, coupled with family support services, guide families to the effective use of health care and community services. CHIP also works to improve the employability and earning capacity of the parents so they can move their families to self sufficiency.

Right Choices for Youth (RCFY), Mentoring, and Fatherhood

The overall mission of RCFY is to promote, coordinate, develop, and distribute educational and resource materials to promote responsible decision-making and the avoidance of risky behavior by youth. There is particular focus on avoiding risks associated with alcohol, tobacco, and drug use, early sexual activity, and violent behavior.

The objective of RCFY is to build the capacity of state, public and private entities to work with regional, community/local entities to implement and carry out comprehensive youth risk behavior prevention programs. These programs may include mentoring, life skills, job preparation/career development, social skills, and abstinence education. The focus includes strengthening of parent-child communications, promotion and enhancement of marriage and the marital relationship, promotion of responsible and involved fatherhood, and development of parenting skills.

Healthy Families

Healthy Families programs offer voluntary, intensive home visiting services for up to five years to new parents who are assessed as being at-risk for child abuse/neglect. The services include in-home parenting education and support services to parents who need individualized and comprehensive support. Families participating in Healthy Families are assigned a Family Support Worker who provides home-visiting services based on developing a trusting relationship with families and building on family strengths. Family needs are assessed and a case plan is developed. This plan includes role modeling in problem solving, developing effective parenting techniques and home management skills, ensuring well baby care, and linking the family with appropriate community
services.

Planning District 16 Trust Fund for At-Risk Children and Families

The services provided by the Rappahannock Area Community Services Board include intensive in-home family therapy and mentoring to assist in the development of competent parenting and coping skills. Specific services include on-site counseling which allows families to reveal their patterns of interaction and to make adjustments in their natural environment, and respite care and activities designed to promote positive social behaviors in the child and prevent out-of-home placements.

The services provided by the Fifteenth District Court Service unit include intensive supervision and family outreach programs designed to prevent juveniles from engaging in behaviors that may result in removal from their families and homes. Case managers and outreach workers make three to seven contacts weekly with each juvenile and work with parents, school officials and job sites to promote productive behavior and stable family relationships.


8.b. Programs and Activities Directed at the Fourth Statutory Purpose of TANF

TANF-UP (Unemployed Parent) Program

Effective October 1, 1999, the State established a separate State program to serve needy two-parent families. State maintenance of effort funds will be used for cash assistance payments, employment services, and administrative costs of this program. This program is designed to meet the special needs of two-parent families in helping them to attain self-sufficiency. For VIEW participants, earned income is screened at 150% of the poverty level.

TANF non-VIEW (Exempt Clients) Program

Effective July 1, 2003, Virginia established a separate State program to provide assistance to TANF-eligible households who are exempt from VIEW due to employment barriers. Employment barriers include temporary disability, the need to care for an incapacitated household member, and pregnancy during the fourth through ninth month. Maintenance of effort (MOE) funds will be used for cash assistance payments to this client group.

CSA Early Intervention Trust Fund

The Early Intervention Trust Fund provides individualized and comprehensive support to parents through services that include parenting education, life skills training and coping skills training. Family needs are assessed and a case plan is developed. This plan includes developing effective parenting techniques and home management skills, and linking the family with appropriate community resources.

Virginia Preschool Initiative

The Virginia Preschool Initiative provides supportive services to income eligible families with four-year old children. Localities that participate must ensure that the program operates at least six hours per day and conforms to the school calendar year to ensure the program meets the needs of working parents. Families participating in the Virginia Preschool Initiative may receive assistance with early childhood education and development, social services, children's health assessments and parent education.

9. Subsidized Employment

The Full Employment Program (FEP)

The Full Employment Program is subsidized, training-oriented employment which replaces the TANF benefits of a participant. The TANF grant is diverted to a wage pool from which the employer is reimbursed $300. monthly. The employer pays the recipient wages for hours worked through the employer’s employee payroll.

No families participated in the Full Employment Program, during FFY 2004.

1. Name of Benefit or Service Program: Temporary Assistance for Needy Families (TANF) – Cash Assistance for VIEW participants

2. Description of the Major Benefits, Services, and Activities:

The TANF assistance unit consists of the parents and their children living with them who meet the non-financial requirements of eligibility, such as age, relationship, and citizenship.

In constructing the assistance unit, the following persons must be included if living with the child for whom TANF has been requested: the natural or adoptive parents and any blood-related or adopted siblings. Parents or children who are receiving Supplemental Security Income (SSI) or are statutorily ineligible for TANF under other provisions of law cannot be included in the assistance unit.

Children and parents who are excluded from the assistance unit for failure to follow program rules, such as not providing a social security number for a child or parent or refusing to cooperate with the Division of Child Support Enforcement are included in the assistance unit for purposes of determining whether the family meets financial eligibility requirements; however, their needs are not included for purposes of determining the amount of the family’s monthly benefits.

Additional eligibility requirements applicable to children:

• The child must be under age 18, or if age 18 must be attending school and expected to complete high school by age 19;
• The child must be living in the home of a parent or other relative except for temporary absences of up to 45 consecutive days; and
• The child must reside in Virginia.

Additional eligibility requirements applicable to the family:

• To qualify for assistance, the assistance unit’s countable income must pass screenings at 185% and 90% of the need standard based on the unit’s size. Once the family is determined to be financially needy, the monthly payment is calculated. Income is counted prospectively in determining financial eligibility and the monthly payment amount.
• Clients who do not meet an exemption criteria are required to participate in a work activity.

Once a family member agrees, in writing, to participate in the employment program, the unit’s earnings are evaluated in comparison to 100% of the federal poverty levels, based on assistance unit size.

Countable income reduces the potential cash assistance dollar for dollar.

This program was designed to provide time-limited assistance to needy families so that the children can be cared for in their own homes or in the homes of relatives and to end dependence of needy parents on government benefits by promoting job preparation and work. 1. Name of Benefit or Service Program: Virginia Initiative for Employment not Welfare (VIEW)

2. Description of the Major Benefits, Services, and Activities:

The VIEW Program is the work component of the TANF Program. VIEW requires able-bodied parents with children over the age of 18 months to participate in the program. All unemployed participants are required to search for a job for a maximum of 90 days. If not employed at the end of job search, participants are placed in community work experience or work in subsidized employment. VIEW participants receive generous earned income disregards and transitional support services including day care and transportation. After the 24-month time limit is reached, the family is ineligible for TANF cash assistance for 24 months. The period of ineligibility begins with the end of TANF cash assistance or transitional assistance, whichever is later.

3. Purpose(s) of Benefit or Service Program:

The VIEW Program is a program of employment opportunities designed to assist individuals in attaining self-sufficiency. The program goals are to help individuals achieve economic independence by removing barriers and disincentives to work and by providing positive incentives and skills necessary to obtain self-sufficiency; to allow families living in poverty to contribute materially to their own independence; to set out the responsibilities of and expectations for recipients of public assistance; and to help individuals receiving assistance acquire work experience.

Supportive services include day care, transportation, program and work- related expenses, and emergency intervention. These services can be provided for up to 12 months after TANF case closure.

1. Name of Benefit or Service Program: Child Day Care Program

2. Description of the Major Benefits, Services, and Activities:

Child day care services are those activities that assist eligible families in the arrangement and purchase of day care for children. It also includes activities that promote parental choice, consumer education to help parents make informed choices about child care, activities to enhance health and safety standards, and activities that increase and enhance child care and early childhood resources in the community.

3. Purpose(s) of Benefit or Service Program:

Based on needs identified in the plan, specific services may include role modeling in problem solving, development of effective parenting techniques and home management skills, and assistance in ensuring that the child/children receives well-baby care

The Healthy Families Initiative provides intensive, home visiting services on a voluntary basis to new parents who are at risk for child abuse/neglect.
