Annual Report on State TANF and MOE Programs - 2005

CALIFORNIA ANNUAL REPORT ON TANF PROGRAMS
AS REQUIRED BY 45 CFR 265.9(b)

(1) California’s definition of each work activity is found in Section A. ii. of California’s State Plan for Provision of Public Assistance Under the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, adopted October 1, 1999, amended effective October 1, 2004, hereafter referred to as California’s TANF State Plan.

(2) A description of the transitional services provided to families no longer receiving assistance due to employment is found in Section A. ii. and Section B. iii of California’s TANF State Plan.

(3) A description of how California will reduce the amount of assistance payable to a family when an individual refuses to engage in work without good cause pursuant to 261.14 is found in Section A. iii of California’s TANF State Plan.

(4) California does not pay for childcare services using disregards.

(5) California has adopted the Family Violence Option, which is described in the Certification Section on number 7 of California’s TANF State Plan. The aggregate figure for the total number of good cause domestic abuse waivers granted during Federal Fiscal Year 2005 is 6,216. This figure is based on actuals for the period of October 2004 through September 2005.

(6) Diversion is an alternative to receiving long-term assistance under California Work Opportunity & Responsibility to Kids (CalWORKs). The diversion program is designed to provide upfront cash or services to solve short-term problems of families that are apparently eligible for CalWORKs. Families, at county discretion, can receive cash or non-cash payments or services with the intent of diverting the applicant from long-term aid.

(i) To be eligible for diversion, a family must be apparently eligible for CalWORKs. Counties have the discretion to set the amount that will be paid. California’s diversion program is a lump sum program.

(ii) The diversion program has a diversion period that is the time frame represented by dividing the value of the diversion service or cash payment by the appropriate Maximum Aid Payment (MAP) level. If an individual reapplies within the diversion period and is determined eligible for CalWORKs, then the individual may choose to allow the county to either recoup the CalWORKs grant value of the diversion service or count the entire diversion period towards the time limit. If an individual reapplies for CalWORKs after the diversion period has ended and is determined eligible for aid, then only one month of the diversion period shall count toward the time limit.

(iii) Families that receive diversion are provided information about potential eligibility for other programs. During the period of diversion, the applicant family, if otherwise eligible under each program’s rules, shall be eligible for Medicaid, known as Medi-Cal in California and child care assistance.

(7) California’s procedures to resolve displacement complaints, pursuant to section 407(f)(3) of the Act are referenced in Section B. iii. of California’s TANF State Plan.

(8) A summary of California’s programs and activities directed at the third and fourth statutory purposes of TANF is found in Section A, v. and vi. of California’s TANF State Plan.

(9) On average, approximately 1,524 individuals participated in subsidized employment from October 1, 2004 through September 30, 2005. This figure includes only those individuals participating in the state’s welfare-to-work program for all families, but does not include any individuals participating in the state’s separate state program for two-parent families.

State Supplementary Payment

2. Description of Major Program Benefits, Services, and Activities: The SSP Program is the state program, which augments the Federal Supplemental Security Income (SSI) Program. Both SSI and SSP benefits are administered by the Social Security Administration (SSA) authorized under Title XVI of the Social Security Act. The SSP program provides cash assistance for low-income aged, blind, and disabled persons.
