2. Description of the Major Program Benefits, Services, and Activities. See Attachment B1 for the programs described under Assistance and Attachment B2 for the programs described under Non-Assistance.

3. Purpose(s) of Benefit or Service Program. See Attachment B3a and B3b.

6. Total State Expenditures for the Program for the Fiscal Year: $61,076,784. See Attachment B4, Exhibit 1 for Expenditures for Assistance, Exhibit 2 for Expenditures for Non-Assistance and Exhibit 3 and 4 for Expenditures related to Administration and Systems.

7. Total State Expenditures Claimed as MOE under the Program for the Fiscal Year: $61,076,784. See Attachment B4, Exhibit 1 for MOE for Assistance, Exhibit 2 for MOE for Non-Assistance and Exhibit 3 and 4 for MOE related to Administration and Systems.

8. Total Number of Families Served under the Program with MOE Funds: 12,726 families for Assistance and 99 families for Non-Assistance.

ATTACHMENT B3a

PURPOSE

ASSISTANCE

1a. The purpose is to provide assistance to needy families so that children can be cared for in their own home. This includes cash payments, vouchers and other forms of benefits designed to meet a family's basic needs.

2a - 4a. The purpose of support services which includes but is not limited to transportation, substance abuse screening/treatment, literacy screening, literacy classes, GED preparation and adult basic education is to provide recipients with those tools necessary to become self sufficient.

5a. The purpose of Job Placement/Employment Marketing, Special Projects, and Vocational Training is to provide vocational training and hands-on work experience to develop technical skills, knowledge, and abilities.

6a. The purpose of work activity participation allowances is to ensure participants successfully complete those activities as approved in the employability plan. The allowances are to provide a small amount of cash to purchase items such as a tank of gas, health, beauty or personal items as well as a daily allowance for the required work activity.

7a. The purpose of employment support services is to provide the participant with those support services necessary to accomplish his or her employment goal. These services can include but are not limited to eyeglasses, dental needs, automotive repair, uniforms or clothing, and special equipment.

8a. The purpose of Child Care Development funds is to provide a participant with child care arrangements for each child in the home under the age of 13 in order to begin and complete an employability plan.

PURPOSE

NON-ASSISTANCE

1b. The purpose of Diversion Assistance is to provide an emergency short term crisis intervention service needed to retain or obtain employment.

2b. The purpose of Individual Development Accounts is to provide dedicated savings accounts that can be used for a qualified purpose such as purchasing a first home, education or job training expenses, capitalizing a small business or any other purpose designated by the IDA administrative entity. Must be or have been a prior TANF recipient.

3b. The purpose of the Work Supplementation Program is to provide a subsidized employment opportunity for qualified participants.
