Organization Description: Upper Des Moines Opportunity Inc.(UDMO), is one of 18 community action agencies (CAA) in Iowa. UDMO is a private, non-profit corporation, established in 1965 in response to the Economic Opportunity Act of 1964 and America’s War on Poverty. UDMO promotes self-sufficiency by offering a variety of programs to fight poverty; improve health, increase educational attainment for families in 12 counties in rural northwest Iowa.

Use(s) of ACF Program Grant Funds: The Upper Des Moines Opportunity will promote the fatherhood and parenting programs through the Dad’s TIME program. The primary focus is Responsible Parenting. Dad’s TIME is a comprehensive fatherhood program, targeting fathers, grandfathers, stepfathers, and male friends, with children ages 0-5. The project design is built around three key components: program operations, parenting and child development, and supporting individual fathers. This project design reflects an innovative, cutting edge approach that will strengthen the service delivery: expanding fatherhood services into programs that primarily target females/mothers; adapting program elements to meet the increasing diverse cultures residing in rural Iowa; utilization of community marketing techniques to recruit participants and built program capacity. The project will serve twelve counties in rural northwest Iowa. Services will be provided to 11,250 males and 4,021 children ages 0-5 years old over 5 years.

Target Population: Low-income Latino/Hispanic expectant and actual fathers, married & unmarried but living in the home with the child(ren) in Missouri, Texas, New York, Oregon and Michigan.
Federal Award Amount: $250,000/year

Allowable Activity Area: Responsible Parenting - Skill-based parenting (#1); Good parenting practices (#2); Counseling, mentoring and mediation (#3); and Domestic violence and child abuse awareness (#4).

Organization Description: Founded in 1987, PATNC has directed the replication of PAT to all 50 states and 8 countries. PATNC produces the curricula, materials and training used by all PAT programs. PATNC is the certifying authority for nearly 9000 parent educators working with locally based PAT programs in all 50 states. PAT serves more than 257,000 families with children ages prenatal to age 5.

Use(s) of ACF Program Grant Funds: The project will develop effective strategies and systems for local Parents as Teachers (PAT) programs to reach, engage, and improve the parenting skills of low-income fathers. It will use skills-based parenting education to improve parenting practices among fathers and address domestic violence and child abuse issues. These PAT programs will serve a minimum of 1,560 low-income fathers whose children are receiving PAT services, but as fathers, they are not participating in the services with their children.
