October 20, 2005is Program Instruction outlines the key features of the TANF Emergency Response and Recovery Act of 2005, Public Law 109-68 (attached) that was signed by the President on September 21, 2005 and became effective upon enactment. We also provide information and guidance on how States may access and use the TANF Contingency Funds and loans authorized in the legislation. This Program Instruction addresses only the provisions of Public Law 109-68, as enacted. Should there be any changes to Public Law 109-68, we will issue another Program Instruction clarifying any necessary changes.
This PI was originally issued on October 12, 2005. We have re-issued this PI principally because we augmented the response to question 11.
