June 1, 2012In 1996, Congress created the Temporary Assistance for Needy Families (TANF) program. This $16.5 billion a year block grant was enacted under the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA), which replaced the Aid to Families with Dependent Children (AFDC) and other related welfare programs.
