This information memorandum specifies data collection activities during the period of transition from AFDC to TANF.

BACKGROUND:

Introduction:

With the enactment of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, the Aid to Families with Dependent Children (AFDC) and JOB Opportunities and Basic Skills (JOBS) programs is coming to an end and the Temporary Assistance to Needy Families (TANF) program is taking its place. States are now phasing out AFDC and bringing TANF into existence, a process that they will complete by July 1, 1997.

This information memorandum addresses three general areas concerning this phase-in period:

  • AFDC/Adult Quality Control Reviews
  • AFDC,JOBS,and Other Data Collection
  • The National Integrated Quality Control System(NlQCS)

Time Frames:

We encourage states to conduct all required reviews and to report all required data as quickly as possible. However, as discussed below, data that is transmitted through the NIQCS will have to be sent by September 30, 1997.

Other data, in the form of reports, should be gathered and submitted according the normal time frames, to aid both the states and ACF in planning.

AFDC/Adult Quality Control Reviews:

Fiscal Year 1996: States must complete all AFDC and Adult active and negative reviews through the September, 1996 sample month, in accordance with current instructions.

Fiscal Year 1997: Although States are not required to conduct AFDC, TANF or Adult quality Control (QC) reviews for Fiscal Year (FY) 1997, states shall continue to select FY QC samples in order to submit AFDC case characteristics. States may determine payment accuracy or measure outcomes if they choose to do so, according to procedures that they devise. The NIQCS will be available as discussed below.

AFDC, JOBS, and Other Data Collection:

Section 116(b)(1)(A)(ii)(ll) of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 states that there will remain in effect, until June 30, 1997:

"all State reporting requirements under parts A and F of title IV of the Social Security Act (as in effect on September 30,1995), modified by the Secretary as appropriate..."

The following requirements thus apply to all states, including those that convert from AFDC to TANF before July 1, 1997.

Household Characteristics: These are the data that quality control has gathered through the Integrated Review Schedule. All states, whether for AFDC, TANF, or the Adult Assistance Programs must continue the monthly reporting of these data through NIQCS, through June,l997 sample month. A list of the required data fields is attached.

It is expected that states will follow the approved quality control sampling plans that were in effect for fiscal Year 1996. States that selected sample sizes above the minimum may reduce the samples to the minimum required number by notifying the ACF regional office. It is neither necessary to amend the sampling plan nor to submit a State Reliability Waiver Statement.

JOBS and other AFDC Data: All JOBS and other AFDC data that are required will continue to be required through the June, 1997 reporting month. These required reports are:

  • 103 JOBS participation rates
  • 108 JOBS participant data collection
  • 114 JOBS tribal data
  • 332 JOBS IV-F expenditures
  • 3637 Statistical report on recipients
  • 3645 Monthly Flash report
  • 3800 Applications and discountenances
  • 4110 Fraud activity report
  • 4125 Annual statistical report on children in foster homes and children in families receiving AFDC payments in excess of the poverty income level
  • 4680 Report on claims of good cause for refusing to cooperate in establishing paternity and securing child support

For JOBS data, states must use the sample sizes in their approved sample implementation plans.

The National Integrated Quality Control System:

Funding: ACF will fund the operation the NIQCS through September 30, 1997. On that date, ACF's funding will cease. This will make it possible for states to transmit household characteristics and to use the NIQCS for quality control reviews if they choose.

Edits: For Fiscal Year 1997, NIQCS will remove all AFDC and Adult edits that concern disposition, findings, and errors. Since states may want to develop their own coding schemes to match their streamlined reviews, removing these edits will permit states to adapt the NIQCS to their needs.

Forms: NIQCS will soon provide enough active worksheets, active schedules, and negative schedules to accommodate the Fiscal Year 1997 Food Stamp samples. In addition, NIQCS will ship the number of active schedules and worksheets that the states requested through the survey that we took earlier this year.
