IS DERIVED FROM CUMULATIVE FY-1997 TANF FINANCIAL REPORTS. ALL DATA
IS PRELIMINARY AND SUBJECT TO CHANGE. THIS TABLE WILL BE UPDATED AS
CLARIFICATIONS, REVISIONS AND NEW REPORTS ARE RECEIVED.
This table
shows information exactly as reported by States in column A on the quarterly
TANF report (Form no. ACF-196). The first time States were required
to submit TANF financial data on this form was 11/14/97.
Table A shows how States used Federal funds. Tables B and C show how
States used their own funds in the TANF program.

Federal fiscal year 1997, which began on 10/1/96, was a transition year
for implementing the TANF program. States were not required to implement
TANF until 7/1/97. Only 16 States operated a TANF program for the entire
year. Therefore the total amount of Federal funds awarded to States
for fiscal year 1997 was less than the full annual TANF allocations
of $16.5 billion per year that States will receive in fiscal years 1998
through 2002.
