Matthew McKearn is the Director of the Office of Legislative Affairs and Budget. Prior to joining ACF in April 2011 he worked in the Office of Management and Budget (OMB) where he assisted in the analysis of a wide range of domestic social service and health programs and policies affecting children, the elderly and low-income individuals and families. At OMB, he served as the lead analyst on many of ACF’s priority programs, such as the Child Care Development Fund, Head Start, child welfare programs, refugee assistance, and the Low Income Home Energy Assistance Program. Before that, McKearn served as Chief of the Special Nutrition Analysis Branch in the Food and Nutrition Service, where he led a staff that analyzed and evaluated domestic food assistance programs.
McKearn received his undergraduate degree from the University of Wisconsin-Madison and a Masters Degree in Regional Planning from the University of North Carolina - Chapel Hill.
