Overview

Since October 2002 for the Healthy Marriage and Responsible Fatherhood Community Demonstration Initiative, The Lewin Group (Lewin) has provided technical assistance to ACF and supported healthy marriage programs including activities such as development of healthy marriage program materials, MIS development and guidance, conference support, and provision of statistics. Lewin has worked with sites receiving financial support from the Office of Child Support Enforcement (OCSE), the Children’s Bureau, and the Office of Community Services (OCS). Activities vary by site and range from monthly calls, to providing feedback on products, to assistance with program design, to presentations at key conferences. Lewin staff are working with each site to help them develop clear objectives, project activities, and outcome measures, paying special attention to their child support enforcement objectives and the rules regarding faith-based activities. Lewin has assisted Children’s Bureau and OCS healthy marriage sites develop strategic plans, gather relevant data for program planning, and seek funding to support their initiative. Lewin developed a technical assistance tool kit to assist sites with development of community healthy marriage initiatives that includes modules addressing coalition building; research on healthy marriage and children; summary descriptions of marriage education programs; grant writing guidance; sample strategic plans and milestone checklist; and speakers list on marriage topics.
