This flow chart identifies target populations. The first tier is “Individuals at Risk of Nonmarital Birth or Single Parenting. The second tier is Not Parents and Parents. The flow for Not Parents does not progress. Parents, however, then goes to Tier 3 which is Married and Not Married. The flow for Not Married does not continue. Unmarried progresses to Tier 4 where the path goes to either Romantically Involved or Not Romantically Involved. The path for Not Romantically Involved does not progress. Romantically Involved moves to Tier 5 which consists of Age under 18 and Age Over 18.(back)
