Figure 1. Location of ACT Pilots
Figure 1 is a map of Texas and displays the location of the 9 demonstration pilot sites. The Time Limits pilot was located in San Antonio in south-central Texas. The RER JOBS/Choices Pilot operated in Beaumont (on the eastern border of central Texas), Odessa (western-central Texas), Corpus Christi/Dillon (on the eastern border of southern Texas), and Clint (on the western border of central Texas). The RER Non-JOBS/Choices Pilots were located in Hondo (south-central Texas), Huntsville (east-central Texas), and Lockhart and Luling (both in central Texas).(back)
Figure 2. Time Limits Caseload Over Time
This line graph depicts the caseloads over time for the experimental, experimental contaminated, control, and control contaminated groups. The horizontal axis (x axis) shows the time limits, starting with July 1996 and ending with August 2001. The vertical axis (y axis) shows the number of cases, ranging from 0 to 16,000. For all groups, the cases peaked near January 1997 and steadily declined throughout most of the evaluation period. The experimental group is at the bottom of the line graph. It begins between 1,000 and 2,000 cases, peaks at about January 1997 at under 7,000 cases, and steadily declines until the end of the chart to about 1,000 cases. The experimental-contaminated condition is the next highest. It mimics the experimental condition to its peak, and then declines at a slower rate until the end of the chart to about 2,000 cases. The control condition is the next highest on the line graph. It starts at under 3,000 cases, peaks slightly later in about March 1997 at over 14,000 cases, and steadily declines to about 4,000 cases. Finally, the control-contaminated group is shown at the top of the graph. It maps onto the control group to its peak, but then declines at a somewhat slower pace, to under 5,000 cases.(back)
Figure 3. Child Support Penalties in the RER Choices Pilot
Figure 3 illustrates the percent of months in penalty status for various groups. The x axis in this figure includes bars for the Overall, Short/Long-term, Before/After, and Tier 1, Tier 2, and Tier 3 groups. The y axis shows the percent of months in child support penalty status, and ranges from 0% to 6%. The Overall months of penalties are just under 3.0%. Short-term recipients are slightly over 2.0%, and Long-term recipients are at 4.0%. The difference between the two is slightly under 2%. The Before group is slightly under 3%, and the After group is just under 5.5%, for a difference of about 2.5 percentage points. Tier 1 caretakers are just under 3%, Tier 2 caretakers are over 4.5%, and Tier 3 caretakers are slightly greater than 4.0%. This figure illustrates the percent of months in which child support was collected for various groups. The x axis for this figure displays the differences for the Overall, Short/Long-term, Before/After, and Tier 1, Tier 2, and Tier 3 subgroups. The y axis displays the percent of months in which child support was collected. The figure shows that overall, child support was collected for slightly under 1% of months. The Short-term bar is at about -.07%, while the Long-term bar is at about 2.2%. No bars are displayed for the Before and After subgroups. (Bars are only displayed if the overall effect was significant, or if the effect varied significantly by the factor indicated.) For the Tier subgroups, Tier 1 is slightly over 1.0%.
