We wish to acknowledge the many people who contributed to the formulation of this report. Particular thanks are due to the administrators and staff at sites we visited during the course of our exploratory work, located at state or local welfare agencies, One-Stop Career Centers, community-based organizations, intermediary organizations, community colleges, and employers listed in Appendix B of this report.
