Particular thanks are due to the administrators and staff at sites we visited during the course of our exploratory work, located at state or local welfare agencies, One-Stop Career Centers, community-based organizations, intermediary organizations, community colleges, and employers listed in Appendix B of this report. They gave generously of their time and insights into the challenges facing low-income workers and their families, and they freely shared their experiences and creative approaches to designing programs that address these issues.
